When printing using legacy hidden to show duct elevation at crossings the cloud arc's  change from being filled to a line hatch. Is there something I can do to return the cloud to filled hatch?

Unfortunately, that is a "feature" of the HIDE command (and has been since forever in AutoCAD). They take solids and reduce them to outlines. The solution is to either hatch the solid (what we do with our arrowheads if you zoom in on them) or to draw it as a standard line and use plotting lineweights to make it thicker.
